I think that one of the few places is Hotel CAsino Yacht y Golf Club Paraguayo, which is 12 km out of town, at Lambare. It has its private beach on Rio Paraguay. It's a luxurious complex with 3 restaurants, pool, gym, tennis, golf and many others. There are a lot of things for free and they can pick you from the airport. However, it's not cheap: at least $150 a night.
